We are removing the phrases ‘voluntary’ and ‘involuntary’ from the policy to pivot the distinction from the consent or intent of the person displayed in the image to the context of ‘grievous injury’ or ‘religious or cultural’. The rationale behind this distinction is that voluntary insertions are culturally or socially acceptable and sometimes significant, and should be treated as less severe and not restricted to those under 18 yrs of age.

29 wrz 2022
Policy Rationale
To protect users from disturbing imagery, we remove content that is particularly violent or graphic, such as videos depicting dismemberment, visible innards or charred bodies. We also remove content that contains sadistic remarks towards imagery depicting the suffering of humans and animals.
In the context of discussions about important issues such as human rights abuses, armed conflicts or acts of terrorism, we allow graphic content (with some limitations) to help people to condemn and raise awareness about these situations.
We know that people have different sensitivities with regard to graphic and violent imagery. For that reason, we add a warning label to some graphic or violent imagery so that people are aware it may be sensitive before they click through. We also restrict the ability for users under 18 to view such content.

Policy Rationale
We remove content that glorifies violence or celebrates the suffering or humiliation of others because it may create an environment that discourages participation. We allow graphic content (with some limitations) to help people raise awareness about these issues.

We already prohibit content that depicts non-sexual child abuse, but had previously included the prohibition in our Graphic and Violent Content section because the content can be graphic. However, since non-sexual child abuse is a child safety issue much like child nudity and exploitation, we have moved the policy to this section and relabeled it to more appropriately reflect the type of content we remove.

1 Based on discussion with and feedback from multiple stakeholders and experts, we updated our policy to remove all instances of non-sexual child abuse when reported to us unless a child protection agency or law enforcement authority has posted it or requested it remain up for potential identification purposes. We used to leave up instancs of this content if shared to express abhorrence or help find the child pictured, putting it behind a warning screen when reported to us and removing it when we became aware of the child’s rescue.
With this policy update, we are trying to properly balance the potential revictimization of the child with the opportunity to help get the child to safety. Based on the discussions we’ve had and our analysis of rescues resulting from shares of this content, we believe only allowing this content when a child protection agency or law enforcement authority has posted it or requested it stay up will do a better job of balancing those competing interests while still providing an opportunity for awareness raising that can aid in the rescue of a child in danger.

1 We don't want to exacerbate the trauma that people feel after losing a loved one to violent death or suicide. In these instances, family members can request removal of videos and photos.
2 Body modification often has religious or cultural significance. In some cases, it’s undertaken as a rite of passage or to signify group membership or affiliation; in other cases, modification is done for aesthetics. We want to allow for this type of content, but place it behind a label that alerts viewers as to the sensitive nature of what they’re about to see.

Section Title
When we updated our policies to account for depiction of fetuses on the platform, we recognized that "Graphic Violence" was no longer an appropriate characterization of the types of content included in this section. As such, we updated the title of the section to "Violence and Graphic Content," which more accurately reflect the policies included within.

1 This content was previously placed behind a warning screen on grounds that it may increase awareness of and put an end to specific instances of child abuse.
Upon reviewing this policy and consulting with child safety experts, we found that the risk of leaving this content on the site outweighed the likelihood that we could help the child depicted. As such, we changed our policy on non-sexual child abuse imagery to remove this type of content when shared neutrally or with no caption. If we're able to identify the country from which this abusive content came, we report it to law enforcement.
2 This policy change provides clarity on the treatment of content depicting fetuses, which hadn’t previously been defined as distinct from “humans.” We know that this content is an important part of public discourse and it’s one that we want to foster and encourage in a way that’s safe for people on Facebook.
In making the policy change, we consulted with external organizations and safety experts who advised us to place these images behind a label informing viewers that the content they’re about to see may be sensitive.
It's also worth noting that the depiction of fetuses in utero or in the context of a pregnancy loss, bereavement or miscarriage are also allowed on the platform and are not placed behind the same label.
