AI-Generated Video of Female Campaigner

Today, June 18, 2026, the Oversight Board selected a case appealed by a Facebook user regarding an AI-generated video of a female campaigner depicted giving health advice she never gave.
The video shows a young woman being interviewed by a news outlet as a volunteer for a campaign group speaking about improving women’s health education and reducing stigma around health conditions for women and girls from ethnic minority backgrounds. This
footage was digitally manipulated. The altered video shows the woman from the news interview out of context introducing herself as having been newly appointed to an official health role for her country. She is shown saying that she is going to demonstrate how to stay in shape, and then is depicted engaging in various physical activities, including at the gym, and giving health advice about eating while consuming junk food. In reality, she never made any of these claims in the original interview, which did not address healthy eating or exercise but addressed other health issues.
Meta determined that this content did not violate our policies on Bullying and Harassment, as laid out in the Community Standards, and left the content up. Under our Bullying and Harassment policy, Meta removes “statements of inferiority about physical appearance” and “unwanted manipulated imagery” for certain persons (e.g. private adults). However, the post did not contain such statements, and fabrication or misrepresentation of a person’s actions or conduct is not protected under the “unwanted manipulated imagery” rule.
We will implement the Board's decision once it has finished deliberating, and will update this post accordingly. Please see the Board's website for the decision when they issue it.
