The policy is being updated to link to the definition of sexual activity in the Adult Nudity and Sexual Activity policy.
Policy Rationale
As noted in the Adult Sexual Exploitation policy, people use our services to discuss and draw attention to sexual violence and exploitation. We recognize the importance of and allow for this discussion. We also allow for the discussion of sex worker rights advocacy and sex work regulation. We draw the line, however, when content facilitates sexual encounters or commercial sexual services between adults. We do this to avoid facilitating transactions that may involve trafficking, coercion and non-consensual sexual acts.
We also restrict sexually-explicit language that may lead to sexual solicitation because some audiences within our global community may be sensitive to this type of content, and it may impede the ability for people to connect with their friends and the broader community.

We allow expressing desire for sexual activity, promoting sex education, discussing sexual practices or experiences, or offering classes or programs that teach techniques or discuss sex.
Content that is implicitly or indirectly offering or asking for sexual solicitation and meets both of the following criteria. If both criteria are not met, it is not deemed to be violating. For example, if content is a hand-drawn image depicting sexual activity but does not ask or offer sexual solicitation, it is not violating:

    • Content that implicitly or indirectly (typically through providing a method of contact) offers or asks for sexual solicitation.

  • An act of sexual intercourse (e.g sexual penetration, self-pleasuring or exercising fetish scenarios).
  • Except for content shared in a humorous, satirical, or educational context, as a sexual metaphor or as sexual cursing.
For the following Community Standards, we require additional information and/or context to enforce:

Content will only be allowed if the violating elements of the content are being satirized or attributed to something or someone else in order to mock or criticize them.

Recent media coverage and online conversation has revealed that our Sexual Solicitation policy is not entirely clear and has led to confusion and concern.
To that end, we have revised the language to clarify our policy. Under the policy, implicit sexual solicitation is not allowed. We define implicit sexual solicitation as an offer or ask to engage paired with at least one suggestive element, which would not violate on its own.
Deciding where to draw the line is always a challenge and we welcome feedback on how we can continue to improve and update our policies. Our approach has been to ensure Facebook is not a place for coordinating sexual activity.
Policy Rationale
As noted in Section 8 of our Community Standards (Sexual Exploitation of Adults), people use Facebook to discuss and draw attention to sexual violence and exploitation. We recognize the importance of and want to allow for this discussion. We draw the line, however, when content facilitates, encourages or coordinates sexual encounters between adults. We also restrict sexually explicit language that may lead to solicitation because some audiences within our global community may be sensitive to this type of content and it may impede the ability for people to connect with their friends and the broader community.

This policy, which disallows sexual solicitation, has long been in place under the headings of “Sexual Exploitation of Adults” and "Adult Nudity and Sexual Activity" (Section 14). We know sexual solicitation isn’t necessarily exploitative, and that the language we use and their organization under our Community Standards matter a lot. We also heard from our review teams that the policy as previously written wasn't clear, so we sought to distinguish the solicitation policy with its own heading (See Section 15: Sexual Solicitation) and removed this language from the Sexual Exploitation of Adults section of our Community Standards.
This policy change went through our formal policy process in 2018, which included getting external input from a number of stakeholders.
The policy covers 1) coordination and recruitment of sexual activities, 2) explicit sexual solicitation, and 3) implicit sexual solicitation, 4) offers or asks for pornography or sexual partners, and 5) sexually explicit language.
